Application Evaluation Criterion

Suggest we use a less rigid, more holistic evaluation process.
- Identify those teams to exclude...mainly based on our assessment of whether the team wouldn't have fun (for example they hate plot or are seriously underqualified), or the team would markedly decrease our fun of running the game
- Identify those teams we sort of "owe" admission to, such as those who have given a lot back to the community
- If there's more applicants than spots, random lottery among those remaining
